Phases of Emergency Management during Disaster

Disaster can have adverse impacts on the society in which they occur; as such, all members of the society must take measures towards preparedness. Some of the phases of disaster management include the following; first, mitigation, preparedness, response, and recovery (“Four Phases of Emergency Management,” 2021).

Mitigation

It is the most cost-effective phase of disaster management. It involves physical assessment of the risk and evaluating the extent of the hazard (“Four Phases of Emergency Management”, 2021). Depending on the level of the risk, the more necessary it is to target the hazards’ precise susceptibilities through mitigation efforts.

Preparedness

This phase involves preparing, arming, and enhancing activities in the community to respond to and mitigate against disaster events identified within the Hazard Vulnerability Analysis (“Four Phases of Emergency Management,” 2021). In this phase, the emergency department comes up with actions to take and the resources required to implement such plans.

Response

This phase involves organizing the required emergency team, including first responders, to an event that would affect patient care operations (“Four Phases of Emergency Management,” 2021). Response procedures and plans are regularly assessed and improved based on advances identified during After Action Reviews (AARs).

Recovery

This phase involves reinstating the affected area to its previous state. It involves addressing other matters that need to be addressed after the immediate ones are mitigated. Recovery also involves reconstruction or repair infrastructure and restoration of vital services in the hospital.

Disaster Resilience

Disaster resilience entails the capacity of individuals to adapt and recover from a disaster. It is determined by the level at which individuals organize themselves in times of disaster. Disaster resilience is also determined by the degree to which communities, the public, and private institutions organize themselves to learn about the disaster (Combaz, 2014). The core elements of disaster resilience include; the context of resilience, the capacity to respond to the disaster, the reaction to the disaster, and disturbance and shocks that the community intends to be resilient to (Combaz, 2014).
